Key Experience Highlights

Litigation Expertise at the MTA

Peter Chang brings over 11 years of litigation experience from his role as an attorney at the Metropolitan Transportation Authority (MTA). He handled complex personal injury and property damage claims through all phases of litigation — from legal research and discovery to court appearances, oral arguments, and trials. His strategic legal approach played a key role in mitigating tort exposure for the MTA, particularly in several high-profile subway derailment cases.

Tax Law and Compliance Background

Before his time at the MTA, Peter served as an Associate at Rubinstein & Rubinstein, LLP, where he advised clients participating in the IRS Offshore Voluntary Disclosure Program. His responsibilities included reviewing financial statements to determine penalties and interest on unpaid tax liabilities, and assisting in estate, tax, and asset protection planning.

Government and Corporate Tax Experience

During his time in law school, Peter gained extensive tax law experience through internships in government and corporate sectors. At the IRS Office of Chief Counsel, Peter researched and drafted memorandums on various sections of the Internal Revenue Code (IRC), including the negligence penalty (IRC § 6662), civil fraud penalty (IRC § 6663), ordinary versus capital expenditures (IRC §§ 162 and 263A), gifts versus compensation (IRC §§ 61 and 102), in-kind charitable contributions for the contribution of expired and near expiration pharmaceutical drugs (IRC § 170), and wash sale rules (IRC § 1091). Notably, Peter handled tax litigation assignments, showcasing his understanding of evidentiary, ethical, legal, and privilege concerns associated with whistleblower information. At the New York City Tax Appeals Tribunal, Peter engaged in research and analysis on New York City Real Property Tax and combined reporting issues. At Kering (previously PPR, Gucci Group), Peter helped optimize the international corporate tax structure, resulting in a $10,000,000 tax liability reduction.

Education and Credentials

Peter earned a law degree from Brooklyn Law School and a finance degree from Pennsylvania State University. He is a member of the New York State Bar, admitted to practice before the United States Tax Court and the United States District Courts for the Eastern and Southern Districts of New York.

Personal Life

Peter enjoys snowboarding, and going off-roading in his truck with his wife, Jeannie, and two dogs, Archie and Obi.
